Skinnerian organizations blindly try out different phenotypes (strategies), but they are adaptable and learn. They thrive best when the environment does not change rapidly relative to their 'probing rate.
They are more robust than Darwinian organizations but die if they do not 'get lucky' in response to the signals from their environment.
